Prime Minister's Youth Laptop Scheme Phase-III: Empowering Students with
Technology
The Prime Minister's Youth Laptop Scheme Phase-III is a

Background of the Scheme
The Higher Education Commission (HEC) of Pakistan has
previously executed two successful schemes, namely the PM National Laptop
Scheme Phase-I and II. Under the second scheme, approximately 500,000 laptops
were distributed transparently to public sector universities, technical
colleges, and Federal and FATA colleges. The execution of these schemes by the
HEC ensured transparency, with information being publicly available on the HEC
website.
Recognizing the crucial role of intellectual capital in a
country's economic development, Pakistan, with its significant youth population
(63% below the age of 30), understands the importance of investing in the
youth. To harness their potential, reduce unemployment, and foster a culture of
entrepreneurship, the government has initiated programs specifically tailored
to the needs of the youth.
Introduction to Phase-III (2022-23)
In Phase-III of the Prime Minister's Youth Laptop Scheme
(PMYLS), the Honorable Prime Minister of Pakistan announced the provision of
laptops to talented students. The project has received approval from ECNEC and
aims to award 100,000 laptops to deserving students studying in public sector
Higher Education Institutes (HEIs) nationwide, including Azad Jammu &
Kashmir. The distribution process will be conducted transparently through an
online system.
Objectives
The PM Youth Laptop Scheme Phase-III aligns with the

Eligibility Criteria
To be eligible for the PM Youth Laptop Scheme Phase-III,
students must fulfill the following criteria:
The applicant must possess a valid CNIC or B-Form number.
The student must be enrolled in a program and be a valid
student as of the closing date for application submission, which is June 30,
2023.
The eligibility criteria vary based on the degree programs
and their respective durations. Students enrolled in PhD, MS/MPhil, equivalent
18-year programs, 4-year or 5-year bachelor's degree programs, and MBA programs
(3.5 years, 2.5 years, and 1.5 years) in public sector universities are
eligible to apply. However, students enrolled in any private sector higher
education institute, those who have already received a laptop under any Federal
or Provincial Government scheme, foreign nationals (except students from AJK),
and students who fail to apply online or submit their application through the
online portal are considered ineligible.
The final eligibility for laptop award will be determined at
the time of distribution, and students must provide the required documents and
proof of academic performance. Students who have completed their degree program
before the laptop distribution will not be awarded a laptop.
Distribution Strategy and Selection Criteria
The distribution strategy and selection criteria for the PM
Youth Laptop Scheme Phase-III are as follows:
Students must apply online through the HEC online portal
before the deadline.
The Focal Person of the relevant department will verify the
student's data using their online focal person account, ensuring accuracy in
information such as name, CNIC, department, degree level, and last exam
percentage/CGPA.
The verification process is the responsibility of the
University Focal Person, who will amend any discrepancies found in the
student's data.
Each institute will receive a quota of laptops based on
predefined criteria, including university enrollment, campus quota, degree
program quota, department quota, and year-wise distribution.
The HEC will generate provisional merit lists for each
university, which will be cross-checked by the respective institutes.
Discrepancies, if any, will be resolved within the stipulated timeline.
Once the final merit lists are prepared and verified, they
will be published on the notice board, website, or social media pages of each
institute.
The final merit lists will also be made available on an
online portal for public viewing.
Laptops will be distributed purely on a merit basis within
each degree program, ensuring equitable representation for PhD, MS/MPhil, and
16 years of education. Balochistan HEIs have a fixed quota of 14% (14,000
laptops) allocated specifically to accommodate students from Balochistan's accredited
universities. The remaining 86,000 laptops will be distributed among public
sector HEIs based on their enrollment preferences.
